How to re-install a panel that says in-progress or a new panel with the same name

In order to delete a panel stuck in-progress or you want to configure another panel with the same name.
Go to this link directly:
http://avlinkpro ip/pbx/discovery.php?del=100
100 being the extension of the panel they want to delete.
